In a recent Supreme Court of the United States (SCOTUS) decision in the NRA v. Collateral Damage Weenies, the 2nd amendment's extensive right to unnecessarily bear firearms has been expanded to include the de facto constitutional right to be unnecessarily stupid by implication. SCOTUS also concluded that while there is a constitutional right to bear hand guns, there is no corresponding right to bear gun hands. Therefore, amputation of gun hands to qualify for a hand gun license is constitutional under Congress' powers of taxation.

In a related SCOTUS decision on the constitutionality of Obamacare, the Court decided that mandated health insurance is constitutional but that there is no de facto right to life or health despite what the constitution declares.

Re: Ongoing increases in legal restrictions on use of scheduled drugs have resulted in exponential increases in illegal use of scheduled drugs and the scheduling of new drugs; and

Re: More legal restrictions on abortion acquisition for the health and safety of women have resulted in more women being injured and dying in childbirth; and

Re: Enacting more laws to deal with criminal behavior has resulted in overwhelming increases in criminal behavior; and

Re: Increasing educational opportunities have resulted in rapidly growing numbers of ignorant people; and

Re: Increases in death row executions have resulted in increased murder rates; and

Re: Greater restrictions on medical malpractice lawsuits for the public's protection have resulted in increasing iatrogenic (medical professional caused) illnesses, injuries and deaths in members of the public.

Therefore: Since regulations and restrictions of behaviors and activities typically and demonstratively result in increases in those behaviors and activities for the people that they are intended to regulate or restrict, the OMRLPUSA M proposes The Mandatory Universal Preventive Health Care Prevention Act of 2013 to improve both access to health care and the public health of the Merkin people by regulating and restricting it.
