Thanks for asking, Rowan. It's mostly the software I use, Magix Funpix Maker. It's a caricature app with a few specialized effects or brushes. By overusing and playing with them I get some pretty remarkable effects. It's computer finger painting. This image was made using the spiral brushes over and over for a long time. Load a brightly colored image and just mess around. Everything is experimental and you'll have a lot of fun. Good luck.
